Business Law CLE: Public-Private Partnerships

Public-private partnerships - what are they? This CLE will introduce the nature of the complicated beast that is a P3. P3s help government organizations access private know-how and transfer day-to-day management of public projects to the private sector. P3s help private entities access public financial resources. The private and public sectors have conflicting demands and constraints. These conflicts often have a significant (and, at times, unanticipated) impact on the “deal.” Results may vary. 

In this CLE, Karen Hammer (Hammer-Law) will provide examples of how to anticipate and address the unique personality of P3s during the quest to paper the deal. Hammer will illustrate P3s using a hypothetical tax-exempt-bond-funded infrastructure project, based loosely on her negotiating and litigating aspects of the P3 that drove the U.S. 36 expansion between Denver and Boulder as well as her negotiating the construction, financing, and operation of a telecommunications project with a federally-owned electric power authority. This program will assist private, government, and public interest lawyers.
