Natural Resources CLE: Role of the State Engineer in Water Rights Administration

Kevin Rein will speak about water administration in Colorado.  As water administration continues to evolve in Colorado due to population growth, climate change, the concept of alternative transfer methods, environmental and recreational needs, and constant attention to interstate compacts, water administration needs to be balanced and flexible, while staying true to our constitutional and legal tenets.  Kevin will discuss the role of the State Engineer in Colorado in this context of change as well as the State and Division Engineers' roles in water court actions; both in participation in arriving at a final decree and in applying daily administration to decree provisions.
