What is a library district? How does it differ from a special district? What are the legal issues at play in Boulder's potential move toward this new model? What is the process? Join us for a lively discussion, including audience Q & A.

The panelists:

Kim J. Seter is a founding member of Seter & Vander Wall, PC in Greenwood Village, CO. Mr. Seter has represented public libraries throughout the state since 1984 and has formed and represents dozens of library districts, the Colorado Library Consortium and the Colorado Association of Libraries. He is currently co-chair of the CAL Public Library Interest Group and a frequent presenter at Annual CAL Conference.

Janet Michels is a Senior Attorney with the City of Boulder City Attorney’s Office. She has been with the CAO since 2004, and provides legal support to the Boulder Public Library and other City departments.

David Farnan is the director of the Boulder Public Library. He has served in public library leadership roles for the past 3 decades. His focus has been on building innovative library programs services for community centered libraries.
